<An open letter to the President Joe Biden of the United States of America. >

President Biden should immediately shut down USFK's biochemical laboratory in Busan Port.

I am Noh Jeong-Hyeon, a candidate for the Busan Mayor of the Progressive Party, the representative progressive party in Korea.

The United States violates the Convention on the Prohibition of the Development Production and Stockpilling of Bacteriological(Biological) and Toxin Weapons and on Their Destruction, BWC as USFK's currently operating biochemical laboratory in Busan Pier 8.

The Toxin materials that USFK brought into Republic of Korea is botulinum, lysine, and staphylococcus aureus, which are forbidden to be traded by BWC. This is an agreement on the prohibition of stockpiling and abolition of them, which United States of America is clearly violating the convention by developing and producing ``bacterial weapons (biological weapons) and toxin weapons in Korea. The Republic of Korea is also a member of the Convention (accessed in 1987). The United States, which led the agreement, is probably better aware of the obligation not to develop, produce, store, acquire, or possess biological weapons.

In addition, the bacteriological laboratory is not only violating the Korean law, ‘the prevention and management of infectious diseases and domestic laws’, but also seriously threatens the life and safety rights of the Koreans, the essential value of the constitution of the Republic of Korea.

The bacteriological laboratory operated by the USFK in Busan Port, Republic of Korea shows as a dominant country that seeks only its own interest.

The answer that biochemical substances including toxins will not be brought into the Republic of Korea was a lie of the USFK. The National Assembly of the Republic of Korea revealed that the forbidden bacteriological samples for biological weapons testing were brought into several USFK bases including Busan Pier 8 Port for three times.

The Koreans no longer trust the repeated lies of the US.

Elect Joe Biden should know that the anger of the Korean people caused by the USFK's bacterial experiment is piercing the sky.

Furious 190,000 citizens signed a request for a referendum to immediately close the US military bacteriological laboratory.

Even now, we demand that the USFK bacteriological laboratory, which ignores the laws and administrative procedures of the Republic of Korea, be immediately suspended and related facilities closed.

The sense of sovereignty of the Korean people who impeached the president through the candlelight revolution is higher than ever.

Unless the USFK Bacterial Weapons Laboratory which threatens the lives and safety of the Korean people is closed, unexperienced things will be happen between the two countries.

조 바이든 미국 대통령에게 보내는 공개서한

조 바이든 미국 대통령은 부산항에 있는 주한미군 세균실험실을 당장 폐쇄하라!

나는 대한민국의 대표 진보정당인 진보당의 부산시장 후보 노정현이다.

대한민국 부산시에서 미국이 생물무기금지협약을 위반하고있어 이 서한을 통해 강력한 항의를 전한다. 부산항 8부두에 위치한 주한미군 세균실험실이 그 위반대상시설이다.

주한미군이 대한민국에 반입한 보튤리늄, 리신, 포토상구균은 ‘세균무기(생물무기) 및 독소 무기의 개발. 생산. 및 비축의 금지와 그 폐기에 관한 협약’(일명 생물무기금지협약)을 명백히 위반하고 있다. 대한민국도 이 협약의 가입국으로서(1987년 가입) 세균무기(생물무기)를 개발, 생산, 저장, 취득, 보유하지 않을 의무가 있음은 이 협약을 주도한 당사자인 미국이 더 잘 알지않는가.

또한, 세균실험실은 감염병의 예방 및 관리에 관한 법률 등 국내법에 위배됨은 물론 대한민국 헌법의 핵심가치인 국민의 생명·안전권을 중대하게 위협하고 있다.

주한미군이 대한민국 부산항 8부두에서 운영하는 세균실험실은 자국의 이익만을 추구하는 패권 국가로서의 모습을 적나라하게 보여주고 있다.

독소를 비롯한 생화학물질을 대한민국 내에 반입하지 않겠다던 주한미군의 답변은 거짓이었다. 3차례에 걸쳐 부산항 8부두를 비롯한 주한미군 기지에 세균무기 실험을 위한 샘플을 반입한 것이 대한민국 국회에서 밝혀졌다.

대한민국 국민은 미 측의 반복되는 거짓말을 더 이상 신뢰하지 않는다.

주한미군의 세균실험으로 인한 대한민국 국민들의 분노가 하늘을 찌르고 있음을 조 바이든 대통령은 알아야한다.

분노한 19만명의 시민들이 미군 세균실험실을 즉시 폐쇄하라는 주민투표 요구서명에 동참했다.

지금이라도 대한민국의 법과 행정절차를 무시하는 주한미군의 세균실험실 운영을 즉각 중단하고 관련 시설을 폐쇄할 것을 요구한다.

촛불혁명을 통해 대통령을 탄핵한 대한민국 국민들의 주권의식은 그 어느때 보다 높다. 우리 국민의 생명과 안전을 위협하는 주한미군 세균무기 실험실 폐쇄 조치가 이뤄지지 않는다면 한미 양국 사이에 경험하지 못한 일들이 벌어질 것이다.
